There is a reason that Scripture commands us to "Fear Not", In the KJV it appears 66 times. Proverbs says "The fear of man will prove to be a snare." and repeats it several times. The New Testament repeats the command, as well, and explains some information further: Perfect love casts out torment, which is an extreme form of fear (I believe) 1 John 4:18
There is no fear in love; but perfect love casteth out fear: because fear hath torment. He that feareth is not made perfect in love.
As for shame, it occurs both in the sense of shameful behavior and an emotion: it appears 100 times in the KJV, some describing evil action, others calling for the speaker's enemies to be shamed for their evil behavior, others claiming freedom and protection from shame.
