Do you mean the District of Columbia Organic Act of 1871 that turned DC into a municipal corporation?
I've never understood why people believe that the phrase "municipal corporation" in this act means something different than every other city or county that has been incorporated into the US as a municipal corporation.
I think this really boils down to people thinking the word "corporation" is only defined as belonging to a private business entity and either aren't aware or simply ignore the other definition which simply means " body of people".
