If the plan is legit I think non-military is FBI/CIA/NSA.

Edit. Someone disagrees. Let me explain. I know theres lack of trust in those. But actually it makes sense. FBI is doing investigations and this is crucial to the alleged plan. Having someone important inside of FBI is crucial. CIA is spying basically.. this is very crucial as well as many of the bad activities go back to foreign hostile actors (Russia/China and so on) + blackmail. NSA sees it ALL - they are extremely crucial and there was even Q Group at NSA.

Trump was actually MILITARY as Commander-in-Chief when you think about it.
