One of the best, quickest way to detect a document (which is really useful if you want to verify its existence) is to do a controlled text string search, by putting any unique portion of the text between two " " marks and searching.
If the unique text string is somewhere on the net anywhere crawled by google, it will show up.
If this was an actual Brazilian govt document, it's impossible that it would not come up from some govt website, etc.
So, sadly, 99.9% probability that this is a FAKED letter.
The real question is, WHO would fake such a letter? Would real patriots or freedom/truth seekers fake such a letter? No. Possibly disinfo by blackhat agents in order to create chaos, discredit truth tellers (ahem: "conspiracy theorists", right?). But likely created by some malignant person who is resentful and hates truth seekers with a personal vengeance.
Not hard to create this, and so many anons and truthers ready to bite (without checking)!!!!!!

There is a search result for "Decreto no. 9.782", but it only yields a document dealing with nonconformities to sanitary regulations, and the "Decreto no. 9.782" appears in a reference.

Don't take it too hard; this sort of BS stuff is created to play directly to our hopes and wishes, thereby overriding our reasoning faculties and triggering an emotional jolt, which moves us to share it, rather than question or check it.
