It's certainly possible that people might just only vote Governor and nothing else. But I have a really hard time believing a full 2% of voters did that. And honestly, I can't believe anyone would do that at all. I personally didn't vote for 10 different races this year, because they were all judgeships and all 10 were unopposed. Thought it pretty lame to rubber stamp and figured that as long as they voted for themselves, they'll win anyway. But whenever there are multiple candidates, I seriously can't imagine anyone voting just governor.

Here's a look at a sample ballot for the most populous county in Oregon (Multnomah = Portland area)

Order of races is Federal (Senator, then House) and then State (governor). So 40,000 voters skipped past the first two races in the ballot to go straight to governor? Find that very hard to believe
