It's not desperation if you keep a level head and set the bar low with realistic expectations. I wasn't really expecting anything other than a 2024 announcement, really, though more direct talk/action would have been nice.

Added Note: We have been conditioned to expect instant gratification when war and real justice is slow. We are used to running sprints, but not marathons, and that's what this is. Look at history and how many years/decades it takes for things to escalate and compare--Then adjust expectations accordingly.
