Some kids are blatantly cognitively impaired and behaviorally non-typical to the point they punch holes in walls, attack others, and possess very few intellectual abilities. I worked with this population of children for many years. They did not exist in these numbers (and the companies who treat them did not exist) when I was growing up in the 90s, no amount of improvements in screening can account for that.
