Back when Oregon passed a law decriminalizing hard drugs, there was a provision that took the taxes and created treatment. It was toted as turning drug use from a criminal issue into a health issue.

At face value that doesn't sound too bad, I mean treatment for those who need it rather than force them through the legal system sounded like a good idea.

In reality the council put together to spend the money to create the treatment program NEVER SPENT THE MONEY, so there is no treatment available. The end result is you can now have homeless people shooting up in your front yard, leaving needles everywhere, and it's no longer a criminal matter that the police can help with. It becomes a tresspassing issue, much harder to deal with when no other 'laws' are being broken.

Like that situation, this law might sound good to someone unfamiliar with firearms or the history around gun control, OK you make sure people have to have firearms training prior to purchasing a gun, but the hoops and the practical implementation are not going to be what the state claims, just like with drug decriminalization.

They're going to stall and fuck up the permitting process and the end result is a soft-ban on all firearms and magazine transfers.

The State could have simply said they would accept ANY professionaly taught concealed carry class or firearms safety class from ANY certified instructor who can teach the conceal carry class. Every range and most gunstores would then have training available to their customers immediately. The time from the election to implementation would be just a matter of modifying the current form to be filed with the state (adding a checkbox re: training, with a date to verify that it took place.) . DONE. But no, the point of the wording was to allow them to fuck it up to begin with.
