my only issue is why is the NSA listed with CIA/FBI?

thought NSA is under DoD and i though the all agreed they were fighting the CIA??? And why would Admirl Rogers, who i believe was in the NSA or Cybercomm, alert Trump that the intel agencies bugged Trump Tower??

edit: and current Head of NSA, Paul Nakasone, was one of the few people publicly admitting China interfered with our election (along with DNI John Ratcliffe)
