The house controls ALL spending, all they need to do is deny the funding.

It's also just common sense 101. If the House could just approve or deny funding as they wished, what would have stopped the Dems from approving Obama care or the New Green Deal straight off, or stopped a Republican controlled House from defunding the IRS, Obama care, welfare, etc... straight off?
