He's talking about their total production and production capacity, nothing to do with Covid. He then asked how do we make 1 billion doses next year? (2021). Because there's going to be a pandemic.
So in early 2020 he asked how they would be able to increase their production capacity from 100,000 doses in 2019 to 1,000,000,000 does in 2021 because we will be heading into a pandemic.
The real damning thing that he did let slip however is that he says "I remember walking after Davos into the office of manufacturing and saying 'how do we make a billion doses next year?'"
