Yes, she smiles and such periodically as well, of course, but that doesn't change the fact that this close-up clip, highlighting whatever TF that creepy lizard/gill neck thing is, is not doctored from the original sotu. The footage in OP's post is close-up and shot from an interesting angle, but it's the same creepy abnormality.
