Yeah I think it's more about keeping us from having money. They like to have us barely scraping by and working our asses off to do so. It helps keep everyone ignorant to what's really going on if everyone is busy working full time and then some. That way there's no time to really stop and think about shit, much less investigate. That's why there was a surge in conspiracy-related Google searches in 2020 after COVID hit.

And as for the people who don't have to work cuz of welfare gimmes, they probably just don't expect those people to be a problem anyway, as far as going against them (don't bite the hand that feeds, and all that).
