Millions of Americans have been drinking tap water and using toothpaste their entire lives. If fluoride was toxic, we would know. This is a distraction.
Edit: I found some studies from the European Commission analyzing Chinese, Mexican, and Indian studies on fluoridation, specifically its effects on IQ. While there is a slight correlation between high fluoridation and low IQ, some of the studies didn’t seem to adequately control for other factors like arsenic and other contaminants. Furthermore, the “high” fluoridation dosages were in excess of 6.0 ppm in their drinking water, whereas the US maintains 0.7 ppm fluoridation, nearly 10 times less. Same goes for alleged negative effects on reproduction: giving mice high amounts of fluoride made them less fertile, but it also caused other problems consistent with fluoride toxicity. The mice were given 6mg/L of fluoride, far more than the US standard. Conclusion: current US fluoridation levels are insufficient to cause toxic effects.
