The FBI came in and took over command for the bulk of the Siege. Including the final Assault that ended with the compound in flames.

Yet the ATF gets almost the entirety of the blame for Waco. It’s a trend. One Federal Agency screws up badly. The FBI rides in makes the situation worse and somehow gets the bulk of the blame for their later screw ups placed on the initial Agency that fucked up.
