What happened is that Stalin fought a war in Ukraine we have not heard about - in the rush to claim victory in Europe.
Over a quarter of a million civilians died. The Banderites in particular were exterminating Poles, Russian-speakers, Jews and Gypsies, to ethnically cleanse Ukraine. This carried on after WW2 ended in the West. so, the 'purge' happened around 1953. Like him or not, (I don't particularly) Stalin denazified to get rid of the marauding war criminals. Those who weren't shot on the spot, were made POWs and sent to the gulags for 're-education'. Problem kinda solved, I guess. What else do you do with ideology filled war-criminals?
Then, Krushchev decided they had to get rid of the Gulags. This sounds like a proper idea, kind of like being 'soft on crime' that we see today from the libs. The gulags were a PR disaster, anyway. So, in the time of Kennedy, USA was receiving these 'poor' individuals who had been 'falsely' imprisoned by Russia, and they started networking,
The problem is that the Soviets released all of the Nazis Stalin had captured. They had not really been re-educated - It is hard to do that with ideologues. In fact many had hardened their resolve. Many of them escaped to Canada, the USA and back to Western Ukraine, which was truly a borderland the Soviets did not really monitor so well. The Nazi hatred for Russians at this point was intense. The Nazis we see today are children and grandchildren of those ex-prisoners.
BTW Nuland, and Freeland in Canada are such people. ( do you understand their new names now?)
