I think they'd have to be tried and found guilty to cease all those billions. But most of them banked with the "Woke-now-Broke" bank so, they've lost access to much of their bug out and live-like-a-king monies already. They've got properties they could sell; but, oops, that money could be seized for trafficking when found guilty. Either way a lot of big money perverts could soon be heard to say: These are(were) the good old days,'' as Elon Tweeted. And, hopefully payoff a Yuge chunk 'o Nat'l Debt!
