There is a whole legal system in place to get these illegal SSN's (this is in CA, I don't know about other states). You can use your illegal SSN to buy land, start a business, get a drivers license, etc. I never thought about it at the time, but you can probably use it to vote as well. Hell, you'll probably get your voter packet by mail, just like everyone else.
