Reagan actually increased this Act’s funding along with others, even though Reagan was certainly no lefty. And the Child Protection Act was originally put in place for those severely abused children, orphans, and developmentally-disabled children. It was the decade of bureaucrats following that abused this Act, using the Department of Social Services to extend themselves beyond the original law and intent of said Act.
