Are we sure these aren’t steam lines? Supply and a return. Used for heating in major cities and alot of colleges. I can see remote valves to shut off steam supply to homes. Potable “drinking” water i highly doubt it. Really doesnt make sense but who knows. Ive worked in this industry for years and have never seen 2 water lines. 1 main with taps to the meter. Now as far as the water is concerned. I said this in a previous post and still think its possible. The treatment plants inject chemicals daily to clean and purify water. Were do these chemicals come from? If i were a betting man id start there.
