I know a few Federal Agents (Good ones). Not some behind the desk type. No way in the world they would behave like this.

They know better than to mess around with someone that is not as well trained with a gun that is not a bad guy.

Bad guy on the other hand would not be fast enough unless he is just shooting. Believe what you want but I saw this guy in action. (practice action) One second he was not in charge the next he was. It would not be good for the "bad guy" With a "good guy" they calm the situation down first. It is completely stupid to argue with someone you don't know that is holding a gun on you. BTW those Federal Agents would fit in here just fine.
