I watched the video. He likened it to any other infrastructure being hackable (utility grids, dams, corporations, etc.) Thus, he was down playing it by suggesting it was a challenge faced by all infrastructure. His emphasis was more about people on social platforms being used by foreign adversaries (ergo, 'Russia, Russia, Russia") to caste doubt and undermine the people's faith in elections. It's really the same denial we have been hearing all along.

Basically, this dude was saying the following:

"Is our electronic election system hackable?"

"Why yes, it's possible, but there's no evidence of this happening. The bigger threat comes from people questioning and undermining our fraudulent election racket. They are the real threat to our democracy."
