Apparently this happened at a bank, but the place looks abandoned. Shooting occurred at 8:30? Before opening hours?

Doesn't look real. How is it possible that there were at least 11 people at a bank at 8:30 in the morning? Given the short staffing at all the banks that I have seen, this is highly unlikely.
