NATO is and has been in Ukraine for years [1990s?]- their constitution did not allow for foreign troops/bases so it was circumvented by establishing secret 'training' facilities that NATO troops cycled in and out of on a temp basis - much like US does in Germany and many other countries, except clandestine.
