I think caning is a more fitting punishment. Twenty lashes should be the sentence for first offenders, and up up twenty additional lashes added each time for any subsequent offenses. I think that would deter future thuggery a lot better than community service. It might even send the border rat contingent scurrying back to the shithole they left.
