I don't think Walt was the good kind of anti-communist. Problem, reaction, solution.
I doubt the cabal types ever really expected communism to succeed globally (though I'm sure they'd have been thrilled if it had). Seems a lot more like their plan was to use it to muddy the waters and make things like fascism and corporatism seem reasonable by comparison. So you get guys like Walt and Ford and the robber baron class of the time looking decent compared to the Bolsheviks and their open allies here.
