I know you're right but I'm not there yet. Maybe haul them off to camps and give them a pocket constitution to read. They stay until each one asserts their rights under the constitution during a hearing. No denying their appeals but show them that the constitution is that special. The moment they invoke it, they are free to leave. If they are reading it at 3am and call for A hearing, they are on their way home by 3:17am. I bet that book never leaves their pocket after that.
