He is actually recording the event. If you start recording with your iPhone in a vertical orientation and then turn your phone to a horizontal orientation, the elapsed recording time indicator will stay where it is for a vertical orientation.

Notice in the picture in your post that the person is much closer to the camera because his hand and screen are in focus. The other phones and Trump are out of focus. This means that he is standing behind a lot of the crowd. He may be considerably further back than the others recording videos depending on what type of video camera they are using to record the event and the depth of field it can provide. A camera with a deep depth of field can keep objects at different distances in focus; like what is used to record a baseball game from center field. The pitcher, batter, catcher, and umpire all stay in focus though the pitcher is on the pitching mound and the others are at home plate.
