Tangential point regarding "complex systems" and the computer simulation known as the stock market below.
Patching the specific failure mode is simultaneously too slow and induces unexpected consequences. Cascading failures overwhelm the capabilities of the system to react. 20 years ago, a software bug caused a poorly-managed local outage that led to a blackout that knocked out power to 55 million people and caused 100 deaths. Utilities were able to restore power to all 55 million people in only four days. It is unclear if they could do the same today. U.S.
Even the power system appears to be run and managed by complex computer systems. It is likely all intentional to allow hacking and remote-control. Excessive automation, and completely removing humans from the loop, makes it easy to create an "accident", imo.
The OVERALL "complex system" is the MATRIX we are all living in which is a complete simulated reality, exemplified by the stock market manipulation which is run by possibly the most complex system ever devised to amplify prices of "chosen oligopoly consolidators" and suppress anyone trying to compete with them (to starve them of capital and/or drive them into bankruptcy or sellout to the same consolidators).
