Not sure about that, but I'm no medical person. I thought the purpose of hydroxychloroquine was as a zinc ionophore, to help zinc, which I guess is a natural anti-viral, pass across the cell membrane. I found a site, there are probably many more, which says hydroxychloroquine is a zinc ionophore:

Well I guess the second one says it doesn't function as a "direct" zinc ionophore. Seems it does get zinc across the cell membrane some other way. Which would seem to indicate that hydroxychloroquine does help get zinc into the cell to fight viruses, which seems to contradict what the person in the linked video is saying. Unless, of course, the cancer cell somehow is inhibiting this behavior. I guess that's possible.
