Every county around VA where I live required them, this pays for local services/trash service or at least you need one to use the land fill/dump. Most counties have begun including them in your personal property tax so they don't have to worry about collecting the separate payment. It has been this way since I can remember so over 45 years. Since Haymarket is in Prince William County which may charge a fee for PWC sticker in the personal property tax, and then the town also wants you to have a sticker. My dad always said living in Virginia is like renting from the government.
