I don't know why he/she/they/it (what is the correct pronoun for a ghost?) is bending over but I think that particular pose is based on Cab Calloway dancing (as suggested in earlier comments by YELLOWZERO and Marius).

Cab Calloway's particular type of dancing was filmed and each frame was traced out onto paper and turned into pen and ink animations. The company who came up with this technology (Rotoscoping) was started by Max and Dave Fleischer.

It might be possible to identify the exact frame where Cab Calloway bends over, with an elbow in the air, used in the 4th Psyop group patch, If you slow down this video showing the side-by-side comparrison of the original filmed footage next to the rotoscope animation used in the cartoon. My best guess would be around the 1:36 to 1:37 mark (at 0.25 speed).

Another couple of things of note is that the ghost in the 4th Psyop group patch is facing to the right while the ghost in the original cartoon is facing to the left. The latest, most modern version of Rotoscope technology is augmented reality. Augmented reality is an enhanced version of the surrounding real world that is achieved through the use of digital visual elements, sound, or other sensory stimuli and is overlaid on the real world using technology - that perfectly describes what a psyop is.
