Refers to quality either of an audio message or visibility while flying, on a scale of 1 to 5
The two fives refer to signal strength and clarity. 5:5 means the signal is both maximally loud and clear. Q uses 5:5? as shorthand for "Understand??"
Pilots use numbers to grade moment-to-moment visibility. Russian pilots, (reee :) for example, use a slang reference to number of imaginary "balls": визуальность на пять баллов would be "visibility at five balls", or the maximum. Usually they just tersely bark "на пять" (at five) and everyone knows what they mean
