It appears that the Spanish and French were squabbling over Maritime/Commerce rights to North America after the American Revolution and the British Crown stepped in, bought the banker debt from the French [after Treaty of Paris, 1783, but before 1789-1791 setup of First US Bank] and gave the Spanish a couple colonies and then imposed its Maritime Law (as US/Canada Postmaster General) onto North America (UCC is commerce law derived from maritime authority) in conjunction with the Vatican imposing its Trust Law onto North America through control of D.C.
I'm wondering if the Payseur banking family was the one the British "bought off". during that 1783-1791 time period.
We are slowly getting some pieces of this as it relates to the 1871 Organic Act, but much to sort out yet.
