I would like to point out that the civil services in local governments are organically grown organizations that resist change (Read up on systems theory). Grand Policies coming from above often have no effect, whatsoever.

If we as pepes are to see real change, then IMO this is where the weak link lies in the plot to take over the world that is being enacted. If one is a building inspector or rate-payment administrator in local government and spends most of one's time doing one's job (and those people are overworked and trying to keep the district afloat), one is going to be fairly impervious to WEF demands, and also any woke managerial changes that impact the doing-of-the-job. So we see a separation of strategy (them) and operations (us).

In fact, the people who do the job at the coalface do not fear being fired for not following orders that are insane, coming from a big-city shiny-ass who flies to meetings overseas, drinks champagne, and has absolutely no clue what is going on in the operations of various departments. I mean, they actually have no clue. There is usually a shortage of people for the customer-facing jobs, that are, these days, highly technical in nature AND empathic to the local population.

So what I am talking about is a pepe revolution from the ground up. Get involved at a local level. Maybe get a job at the council if you can and understand that the customer service part is where grass-roots defeat the lunatics.
