Executive Order 10997—Assigning Emergency Preparedness Functions to the Secretary of the Interior

These were signed by JFK. I believe he thought he was doing the right thing by being prepared; however, it opens a huge avenue for abuse of power.

Then in 1979, President Carter signed Executive Order 12127, establishing FEMA. And also Executive Order 12148, giving FEMA the dual mission of emergency management and civil defense.

Thus, de facto, under FEMA's umbrella are The Defense Production Act, and the National Security Act.

If the president declares an emergency, FEMA can take over all modes of transportation. They can take over the Media. They can take command of natural resources.

With great power, we should DEMAND great responsibility.
