No doubt the technology is there and available. However, the problem still remains of the public believing this. It's on par with alien abductions. The government will use plausible deniability, and just like with the UFO encounters, they will call anyone a 'crackpot' for bringing up the subject. Alex Jones got mocked and discredited for the 'frogs turning gay' statement, which actually has some truth to it and came from an accredited scientific study on Atrazine that was running off into the water shed were "turning frogs gay".
