I have an alternate take on this guy. If it was indeed White Hats that foiled the Saudi Crown Prince assassination attempt in Las Vegas then this guy helped them cover it up. Could he be a White Hat plant in Hawaii to save as many people as possible during this genocidal attempt to steal their land? As a coroner he can even fake people's deaths to get them to safety. Maybe so many people are missing is because we got them out. I don't know. I've seen stranger things happen.
