Windows computer? I used Microsoft Office Publisher. Copy or drag mugshot JPG image into new Publisher doc, and then paste a PNG image of choice on top, drag to size, and save as image or just do a screenshot. FYI, PNG images don't have a rectangular background. PM me and I can show you how. Actually very easy :-) Oh and yes you can do same in Paint.
