The people perpetrating it have to live alongside everyone else, and would be exposed to it as well.

Because it's not just some shadowy elites involved if this is true. You'd have the pilots, ground crew, engineers who make and install the sprayers, the chemists and labtechs, and other assorted personnel being involved in this. So these people are dumber than dirt, and they're spraying areas where they live, where their friends and family live, and where they get their drinking water and food?
