Yup. A false flag can be a real event whilst pointing fingers at someone else.

Say the government nuked New York under the guise of Russia in order to spark a hot war with the people's emotional approval:

Real victims. Real event. But false flag. As for the people who were injured or killed and those surviving them, sure I feel bad -- but these are direct consequences to our government's actions and the Israeli government is most certainly involved in that too.

So in the end: I feel bad. Doesn't mean I'm willing to support giving them cash or start a war over it.
