Not sure I would agree.
In a world where government is there to serve the people, Bitcoin may be a safe haven for those fleeing a broken market. That's not the world we find ourselves in. Government has long abandoned it's loyalty to The People for obedience to their puppet masters. As you know the masters not only control the politicians but also the economic system. The masters power to control a politician is dependent on their own economic potency. Their entire model of power/control feeds on economic means ($) since without that no one would do their bidding.
That is to say; if $ is required to uphold their system of power and control they will stop at nothing to keep the flow $ coming. Not only that but the politicians and foot soldiers who became dependent on that lifestyle would happily enforce draconian rules and laws in order to keep that system in place since their very lifestyle depends on their masters economic health.
Bitcoin by nature is untraceable and by extension extremely hard to monitor, control and tax. As the masters begin to lose control of the current economic system and citizens begin to move from fiat to Bitcoin so will masters ability to keep control. As a result they will heavily regulate, monitor, trace or outright ban those forms of currency in order to stay in power and control. The name of the game for the masters is 'money flow' for the sake of taxation and theft. The politicians and foot soldiers will happily enforce these draconian measures since, once again, their lifestyle depends on it.
They WILL move to crush Bitcoin and any other untraceable form of currency.
If digital currency is what The People want, they will give you a form of government digital currency that they can trace, tax and control. They will funnel the populous in to their system beginning with the poor offering incentives like UBI and 'double your digital for every paper dollar converted'. Once the desperate poor are folded in, they will force the middle class in by offering deadlines by which paper is able to be spent and with every deadline not met by The People their dollar becomes less potent until it's worth nothing. As the hold outs dwindle they become poor and by virtue become folded into the UBI digital system. By this point all but the elites would have been folded into the digital system.
By now you have no doubt realized the dilemma. The solution cannot be any form of currency digital or not with the current power structure in place. The power structure must be crushed before we can move on. Once the current power structure is destroyed The People can move forward with something like a 'Bitcoin' that is untraceable while in your possession where government derives it's revenue based on what one is able to spend NOT what one is able to accumulate. If a citizen is poor than the citizen will likely only spend their currency on life sustaining purchases and said purchases should NOT be taxed. If a citizen is able to accumulate more wealth than he or she will spend on "luxury" items and those should be taxed for the purposes of tax revenue. The People's money would only be able to be traced on those two 'purchase codes'. The code and amount would be the only traced item and NOT the product or who initiated that purchase.
With a model similar to this one can be assured that ALL are taxed but ONLY taxed or burdened by their ability to spend on luxury items or not. Governments are then incentivised to uplift The People's lifestyles so that The People prosper while also being completely aware of their tax burden and the impact to their economic health. "Purchase codes" are kept at the retailer level and responsibility of final tax burden paid to the government is born by the businesses created to profit. Any tax accounting burden is fulfilled by the consumer at the moment of purchase and responsibility is passed to the business. Business is then to square up with government upon their quarterly or yearly tax payment.
The People are NOT a business. The People do not bear responsibility to the politicians or government. The government is there to work for The People. The People are to be left alone to be happy.
