How do we ensure the cash is stripped from the IRS now? Or will that just end up some form of accounting error and it'll actually be $28.6B that we just lost?

Quick edit: I know what Chuck E Cheese and Biden said about the bill, but it depends on the pressure and if they believe they can double up on the cash and say "oopsies" or rely on the fact that the government is never really successfully audited.
