Presidents do not get security clearances. Which means before he was POTUS, he was working for the US govt in a capacity where he had a need to know information about nuclear weapons.

Not necessarily. My understanding is that Q clearance, the highest level clearance in the Department of Energy, does not automatically mean someone is working with nuclear weapons. The DOE oversees a wide range of programs beyond just nuclear, including energy research and development, science and innovation, environmental management, etc.

Individuals with Q clearance may be involved in sensitive positions across many of these program areas that require the highest level of access control, oversight, and authorization. The specific rationale for granting any clearance would depend on the sensitivity of one's specific role and responsibilities within the DOE. Clearances are evaluated on a case-by-case basis based on need, not simply assigned for an entire agency.
