So we must fight against all enemies, foreign and domestic. DoD manages to police the world in a building dating back to the 1940s. Now the FBI wants their HQ which will be the domestic leg of that monster to be even bigger. Yes, DoD has a lot of their capability in military and naval bases in the US and around the world. Well, guess what - so does the FBI. those are called field Offices and LegAts (Legal Attaches). And this is only for an administrative top level. This is 1) a boondoggle (mine's bigger than yours) and 2) is a political pay off to placate the CRT and DEI wing of the D party (that was the Maryland delegations overt push all along, Social Justice by putting the HQ in majority black location)
