I don't see how moving an atom at (supposedly) instantaneous speed could equate to time travel, time is not a thing or a space, it's just a way to measure how many times the earth went around the sun before an event occured. Time isn't a location to be travelled on, and how could you "send an Echo back to 2023"?? Time isn't a location, how can it be a destination?
