A republic, established with democratic principles - aka that the People get to elect the government and each person's vote is meant to be equal (1 person 1 vote).

The US is a republic, but works via democracy. As such, it is a democracy, but what BRAND of democracy? A republic, where individual rights and liberties are (meant to be) protected in the form of the constitution and the head of state is a democratically elected President.

I think that Sacks uses the word correctly, as he is talking about the process (democracy) and not the fundamental nature of the governance system (republic).
