I did some research into Trust, because it comes up a lot in academic papers, as one of those things that organizations need to function. (Trust, transparency, good communication, competency etc.) For example, without trust, partnerships, whether international or intra-organizational, break down. This much is obvious to any functioning human being.

In any case, there are several rules:

  1. Trust is earned, not demanded.

  2. Trust is a very slippery thing, as it is very slow to be gained, and very quickly lost.

  3. Propaganda does not help, because lies are found out, with disastrous consequences for that elusive Trust. This is the reason why Military in Russia are NOT ALLOWED to lie, with severe punishment if the rule is not adhered to. At most, Military mouthpieces withhold information until the rumor is confirmed. This much they learned from the Bad Ole' Soviet times.

  4. Trust measurement is subjective. It cannot be measured, it just is. At most, if trying to design a KPI, one can do a complaints vs. compliments ratio and try to improve it, and that metric depends on how robust the reporting system is within the organization; and that there is no party trying to hide stuff from higher-ups. For example, not reporting phone-calls from angry people. This metric in itself, is not objective, but relies on qualitative data, such as: why, what, who, legal framework, and values, etc. rather than constituting a simple data-point.

Such research is still in its infancy, so it is hilarious to see the WEF demanding to know what (i.e. we want some of you to write a research paper please) will increase trust (For them).
