I’m gonna guess it is from some trendy L.A. hotspot / restaurant and possibly pedo linked. I think it is a graphic for a hand that utilizes the pedo-spiral. Just guessing though.

Could also be a reprinted JM Basquiat graphic - ellen degrnerate loves him. Looks to be in his style. She has a painting of his on her wall that looks like the bloody handprint on tom hanks’ wilson volleyball from castaway - that also looks a bit like a frazzled-rip face - maybe.
