The original 1948 law allowed US propaganda to be used overseas via Voice of America, movie production and other means. It was strictly forbidden for the US Government to use propaganda on the American people domestically.

In 2012, the "Modernization" of this law was signed by Obama and it "legally" allows the US Government to propagandise Americans.

I put legally in quotes because I believe this Modernization of the law is Unconstitutional.
